Light gels are images or patters that are associated with a light source in such a way that the light source projects the gel onto the surrounding environment.   This video shows how to use a light gel to create a particular kind of special effect, that of the caustic pattern caused by light passing through a refractive wavy surface, such as is seen on the bottom of a swimming pool or river bed.   Though this is not the sole use of light gels, but it is probably the most common one.   Having set up the light gel effect, the tutorials goes on to demonstrating how it can be used in a particular scene, with the aim of producing a finished rendered image.
